The unemployment rate among construction workers has climbed above 20 percent. President Barack Obama has pledged to create or preserve 150,000 construction jobs when he signed the American Recovery and Reinvestment Act.  $27 billion in surface transportation infrastructure investment has begun to make its way into communities across the country as work begins on hundreds of projects.
