Congressman Bob Filner (D-CA) speaks candidly about ‘shovel-ready’ transportation needs in California’s 51st congressional district, which represents the entire California-Mexico border.  Filner is Chairman of the House Veterans’ Affairs Committee and he’s also a longstanding member of the House Transportation and Infrastructure Committee.
